What they do
The Recovery and Resilience Plan (PRR) is Portugal's implementation of the EU's NextGenerationEU mechanism. Managed by the "Estrutura de Missão Recuperar Portugal", the fund aims to trigger structural transformation across three dimensions: Resilience, Climate Transition, and Digital Transition. Rather than acting as a traditional VC, the PRR deploys capital through a hybrid model: it distributes direct non-dilutive grants (such as €30k Startup Vouchers) via agencies like Startup Portugal and IAPMEI, while simultaneously acting as the largest LP in the country by channeling €1.425 billion through the Banco Português de Fomento (BPF) to back local VC funds and co-invest directly in strategic companies.
